Jennifer Li joined the City of Portland, Oregon’s Office for Community Technology in 2010. As the utility program manager, she and her staff are responsible for managing long-term access to the public right-of-way, most often through the grant of franchise agreements. She leads franchise negotiation and administration of telecommunications, wireless, electric and natural gas, pipeline and other franchise agreements on behalf of the city. She also leads the bureau administration of the city’s privilege tax and the utility license fee. She is a graduate of the University of Illinois at Urbana-Champaign and the Northwestern School of Law at Lewis and Clark College. She is looking forward to a return to normalcy after the pandemic so she can continue her volunteer work with the Oregon Humane Society.
