The Potential for Ubiquitous, Open Fiber-to-the Premises in San Francisco
A report commissioned by San Francisco and prepared by CTC Technology & Energy, a public sector broadband consultancy, and IMG Rebel, a financial advisory and P3 structuring firm. The City directed the Project Team to develop a delivery strategy for services over ubiquitous fiber?to?the?premises to every home and business that would be open, offering equal potential access to the network by multiple entities as to enable and stimulate competition. The City directed the Project Team to consider the potential for (1) fully public, (2) fully private, or (3) public–private partnership (P3) arrangements for financing, designing, constructing, maintaining, and operating the network.

This policy brief analyzes trends in residential broadband coverage and competition in LA county. Our findings show that broadband competition remained weak throughout LA County, while investments mostly benefited higher-income areas and largely bypassed Latino residents.

San Francisco Digital Equity Playbook
The San Francisco Digital Equity Playbook is aimed at agencies who serve vulnerable populations most at-risk of being digitally excluded. It consists of a collection of ideas, or “plays,” for these organizations to better understand their clients’ digital needs, help them get connected, and build their digital skills. This Playbook is a work in progress and will continue to evolve as more organizations put it in practice. Consider this Version 1.0, a starting point for trial and improvement.

San Francisco Ordinance amending the Police Code to prohibit owners of multiple occupancy buildings from interfering with the choice of communications services providers by occupants, establish requirements for communications services providers to obtain access to multiple occupancy buildings, and establish remedies for violation of the access requirement.
