This position is responsible for leading Eagan Television (ETV) and strives to be an asset to connect the City, residents, and stakeholders through City and community information, stories, news, and events. The ETV Manager provides public access to programming opportunities and distribution, and manages resources, facilities, and inventory for the operation and broadcasting of City meetings, digital productions, and cable access programming.

Job Summary

Essential Position Functions:

  • Manage ETV staff, consultants, and technicians, including training and coaching for all ETV staff
  • Assign and schedule staff and resources for City meetings, community productions, and client requests/needs
  • Research and prepare ETV Budget and Capital Improvement Projects requests
  • Ensure financial accountability for ETV resources, bill paying, and ethical financial stewardship
  • Ensure all City productions, web, and communications produced by the City meet quality assurance, brand, and style standards of ETV and the City of Eagan
  • Ensure community productions meet quality control and ETV broadcast standards
  • Monitor, track, and manage projects including meeting rooms, studio, and other necessary updates
  • Manage and coordinate the facilitation of meeting rooms and studios including the Council Chambers, Eagan Room, Master Control, and ETV Studio
  • Work with the Communications and Engagement Director to create strategic direction and establish and track progress towards viewership, engagement, and content goals and objectives
  • Facilitate and create conversations to gather input from stakeholders to inform ETV direction including channel programming, services, and community programs
  • Repair, troubleshoot or identify resources to ensure equipment functions properly for broadcasts and productions, including meeting room equipment, master control, studio equipment and mobile equipment
  • Create and maintain inventory logs to ensure equipment is up-to-date, properly maintained, or replaced according to equipment/software end-of-life cycles
  • Work with City Departments and the Communications and Engagement team on video production needs and ways that ETV can strategically help them communicate their message, including video content for cable and digital distribution
  • Manage ETVs mission and brand to meet and reflect the City of Eagan’s and the community’s goals and objectives
  • Maintain professional and service relationships with:
    • Contractors
    • Cable providers
    • Legal counsel
    • Facility partners
    • Burnsville Community Television (our partner on a shared mobile production truck)
    • Professional associations and policy committees that represent City cable and technology interests (League of MN Cities, MACTA, NATOA, etc.)
    • Content stakeholders – School District, Athletic Associations, Non-profits, Programming producers

  • Ensure franchise compliance and appropriate customer service response from cable providers to subscribers
  • Stay current on research and train on new practices, standards, and techniques
  • Create and distribute ETV communications using digital and traditional platforms
  • Assists cable subscribers to help resolve issues with service providers
  • Stay informed on cable and technology trends and public policy developments that affect community television and regulation oversight
  • Identify and pursue revenue and grant opportunities

Other Position Functions:

  • Work with the Communications and Engagement Director and as part of the Communications and Engagement Team
  • Perform other related duties as apparent or assigned
  • Identify new ways to connect and engage with viewers


Minimum Qualifications:

  • Bachelor’s Degree (BA/BS) from an accredited university -OR- Associate’s Degree plus 4 years of related work experience
  • Five (5) years of management/supervisory experience or progressively responsible experience in cable TV/community media/broadcasting, public administration, project management, or communications. Will consider related non-profit management experience, or any equivalent combination of training and experience which provides the desired knowledge and skills
  • Valid driver’s license and ability to independently drive in the course of performing Eagan Television related duties

  • Experience in creative video storytelling and the use of video in multiple applications such as on-air, social medical platforms, and websites
  • Experience in video production, broadcast media, or community media with increasing levels of responsibility

  • Experience managing a budget in a professional setting
  • Experience in Television, Public Television, Community Television, PEG Access, or Community Media
  • Management experience in television/video production setting

Work Environment, Requirements, and Supervision:

Working Conditions:

  • Mostly indoor, with occasional outdoor work as required with variable temperatures

Physical Demands/Requirements:

  • Ability to sit and stand and walk. Ability to talk, write, hear. Some required lifting/moving up to 50 pounds. Adequate vision to perform the essential functions of the job.

Work Hours and Schedules:

  • Primary hours of work will be 8:00am to 4:30pm, with scheduled evenings and weekends as indicated by ETV or City event needs. May be required to report for duty on short notice in extenuating circumstances.
