Snohomish County is seeking an experienced public television manager to join our team and manage a newly launched communications platform for a fast-growing and diversifying county. This is a unique position in our organization – we recently launched Snohomish County Television (SCTV) on Ziply and Comcast. We are looking for someone who can manage the regular operations and future growth of SCTV as well as provide production support across departments and offices for cross-platform video content.

The primary purpose of SCTV is to provide the residents of Snohomish County with essential information pertaining directly to county and other governmental services, increasing the transparency and accessibility of the county. SCTV launched in May 2025 and is operated by Snohomish County government with equipment and set-up funded through Public, Educational, and Governmental (PEG) Access Channel fees from television service providers.

Manages all aspects of Snohomish County Public Television (SCTV) operations, including production logistics, scheduling, equipment, staff, and content standards.

Job Duties

STATEMENT OF ESSENTIAL JOB DUTIES

  1. Manage all aspects of SCTV content production, including coordinating studio and field activities, ensuring compliance with County policies, and delivering programming on broadcast and digital platforms.
  2. Develop, implement, and maintain SCTV operational procedures and recommend policies; serve as the subject matter expert and advise the Communications Director on strategies for growth and enhanced public service.
  3. Lead SCTV staff and contractors, including supporting recruitment, performance management, scheduling, and addressing personnel matters.
  4. Provide technical expertise and guidance to County staff and leadership regarding SCTV equipment, production workflows, and troubleshooting.
  5. Maintain and coordinate the content calendar to optimize scheduling and resource use across multiple platforms, including cable, social media, and online channels.
  6. Establish and maintain collaborative relationships with internal departments, municipalities, educational institutions, cable providers, and community partners to expand SCTV’s reach and programming opportunities.
  7. Design and deliver training to County staff and partners on SCTV systems, production tools, and content distribution.
  8. Respond to public inquiries and requests related to SCTV, ensuring professional customer service and addressing complaints to enhance engagement and awareness.
  9. Assist in monitoring budgets, tracking expenditures and staff hours, and advise on funding strategies to support sustainable operations and long-term growth.
  10. Stay current with industry standards, emerging technologies, and regulatory requirements to ensure compliance and continuous improvement of SCTV services.
  11. Represent Snohomish County in regional and national public broadcasting forums, fostering collaboration and knowledge sharing.
  12. Document workflows, policies, and procedures to support efficient operations and future scalability of SCTV.
STATEMENT OF OTHER JOB DUTIES
  1. Performs other related duties as assigned.

Minimum Qualifications

Bachelor’s degree in Communications, Public Administration, Management, or a technical program directly related to television Broadcasting and/or Public Broadcasting; AND eight (8) years of progressively responsible and relevant experience, or any combination of education and experience that demonstrates competency.

PREFERRED QUALIFICATIONS:

  • Four (4) years or more experience working with digital/multimedia communications. 
  • Four (4) years or more experience working directly in public broadcasting.
  • Two (2) years or more supervisory experience.
SPECIAL REQUIREMENTS
  • Valid Washington State driver’s license or the ability to obtain one within 30 days of hire.
  • Successful completion of a background check.

SUPERVISION

The position receives general direction from the Communications Director. Work is performed with considerable independence and is reviewed through meetings, status reports, and results obtained.

WORKING CONDITIONS

Work is performed in an office environment with the option for a hybrid (in-office and remote) schedule. Regular fieldwork is required for recording or live broadcasting at locations throughout the county in all types of weather.

Requires occasional lifting and moving of up to 50 pounds. The employee may be required to work evenings, weekends, and holidays based on production or broadcast needs.
