Andrew Speer

Andrew Speer is the franchise utility program manager at the City of Portland and manages legal access to Portland’s right-of-way (ROW) for utility providers. Andrew has a career background in the utility sector having worked in the electric and natural gas sectors as an economist working in rates and regulatory and local government affairs. In his current role, Andrew has negotiated cable franchise agreements, a new utility code that administers access to the City’s ROW, and served on the FCC’s Intergovernmental Affairs Committee representing Portland.
