Jay Runte

As the Broadband and Telecommunications Program Manager for the City of Eugene, Oregon, Jay is responsible for monitoring over 140 wireline, wireless, and cable providers in city limits. This includes overseeing franchising agreements, quarterly tax and fee remittance, regulation of public rights-of-way, broadband deployment, legislative affairs, and digital equity initiatives. In addition, Jay participates on the NATOA Board of Directors and serves as Vice President for the Oregon Chapter (OATOA). Previously, Jay managed Eugene’s American Rescue Plan Act Program, valued at $35 million.
