This session will explore the language of the Cable Act, relevant FCC orders, and case law as well as the technology behind how video service and PEG Channels are delivered by cable operators today to determine what is and what is not cable service. We will also explore how cable operators are segregating revenue causing franchise fees to be artificially low.
